Is there a way to scale a pdf during or after import? I know there is a scale on the import window but often it is necessary to use a reference length on the PDF file to scale it after it has been imported.

In the properties menu of the imported pdf file, you may change the values of the "Drawing unit" field in order to scale your pdf to a desired dimension.
