I have been using capture for a very long period of time through Polar, Argo and now atlas. I am very happy with this product but recently after downloading Atlas i am experience around 3 FPS With the same system as Before - On Argo and Polar i had 30 - 32 (Regular) On a file with around 400 fixtures i still achieved around 20FPS. I redesigned the Project in Capture Atlas but with a terrible outcome. Is this normal or is this a issue with my pc?

The first thing to check would be whether you have the latest video card drivers. It could possibly also be that your hardware is lacking some specific features and the drivers go into software emulation mode.
